  • Early Intervention Program for Infants and Toddlers with Disabilities

The Secretary of Education is proposing to make changes to the regulations for the Early Intervention Program for Infants and Toddlers with Disabilities. The proposed regulations (pdf) will implement changes made to the Individuals with Disabilities Education Act by the Individuals with Disabilities Education Improvement Act of 2004.   • Individuals with Disabilities Education Act (IDEA) Parent Guide

Information Sharing from the Policy and Program Services Unit of the Special Education Division  

In mid-June, the Special Education Division announced the availability of a new resource, the Individuals with Disabilities Education Act (IDEA) Parent Guide that describes the special education process - a process that is the same regardless of a child's particular difficulties or disabilities.

The Web-based IDEA Parent Guide available at http://www.ncld.org/content/view/900/456084/ is now also available in portable document format that allows easy printing and dissemination to parents and other interested parties at http://www.ncld.org/images/stories/downloads/parent_center/idea2004parentguide.pdf

  • On September 29, 2006, Governor Schwarzenegger signed Senate Bill (SB) 267, which enacted Education Code Section 60852.4 and provides a one-year exemption of the requirement to pass the California High School Exit Examination (CAHSEE) for certain students with disabilities in the class of 2007. This bill is very similar to SB 517, which provided a similar exemption of the CAHSEE requirement to students in the class of 2006.

  • AB 2651, as amended, Jones  Newborns: hearing screening.
       The existing Newborn and Infant Hearing Screening, Tracking, and Intervention Act requires that every California Children's Services (CCS)-approved general acute care hospital with licensed perinatal services offer all parents of a newborn, upon birth admission, a hearing screening test for the identification of hearing loss, using protocols approved by the State Department of Health Services or its designee.
       This bill would, instead, require that this hearing screening be offered to every newborn, upon birth admission, by every general acute care hospital with licensed perinatal services, and would make related changes to the program. It would require certain hospitals that have not been approved by the CCS program, to contract for the provision of this service.
       This bill would provide that its provisions shall become operative on January 1, 2008.
    Amended Bill information

This bill will increase the number of newborns and infants who receive hearing screenings either at birth or shortly thereafter and identify hearing loss in infants as early as possible.  This bill builds upon the Governor's efforts to prevent or detect disease as early as possible by increasing newborn health screenings from 33 to 85 different screens.

   In the past, A Composite of Laws was provided free of charge. Unfortunately, due to budget changes, we have had to revise our operations and price this publication in order to cover our production costs. Pricing information will be on the order form.
